Unemployment Rates Rises to 8.3%; 163,000 Jobs Added in July

The unemployment rate increased to 8.3% from 8.2% as the U.S. economy added 163,000 jobs in July, according to the Labor Department. The private sector added 172,000 new positions, but government payrolls decreased by 9,000 jobs.
