U.S. Will Hit Borrowing Cap Near Year-End, Treasury Says

The U.S. debt ceiling is expected to be reached before 2013, the Treasury Department said. Default won't happen until early next year because of extraordinary measures. The debt ceiling is $16.4 trillion.
